Some like to delay them to avoid the barrage of info popups at the start of a new game. I prefer to get it over with ASAP. First thing I do when I exit the vault is set timescale to 6 and then wait for everything to pop on by, then back to playing.

Put the second disc into your 360, and start it up. Choose what DLC you want to install, and press the install button. When it's done, remove the second disc, and put the game disc in. Load up your game save, and wait for a bit. When a message pops up in your game for a DLC, it's been initialized and is now loaded for you.
there's really no order to the 3 dlc's. one of them isn't even accessible until you finish the main quest
So I went into the system settings, found the big yellow ! in my Fallout 3 - a little google-fu showed me that this is probably the reason why Broken Steel isn't loading. So that's my current step right now. Yeah, it probably didn't download properly. I think the big yellow exclamation is usually proof of that, best bet is to just download it
